Sample Projects
This project was commissioned by the Ministry of Education/World Bank. The overall objective of the Study is to propose an equity-based financing model with a focus on capitation grants to primary and secondary education in Kenya. Specific objectives of the study include the following: Review the current education financing models in Kenya; establish stakeholder needs in financing of basic education in Kenya; desk review of current data on school enrolments, poverty, learning outcomes, transition and data on demographic sets; determine the key factors that need to be accounted for in developing equity-based financing of basic education; and propose a financing model for allocation of capitation grants to schools. Following the Study, OWN and Associates developed an equity-based financing model with for primary and secondary education in Kenya. The study was also presented to the Presidential Working Party on Education Reform (2023). The study significantly influenced the current capitation for Basic Education, leading to increased capitation for primary and secondary schools, and the introduction of minimum essential package (MEP) – a core allocation to meet basic recurrent expenditures.Independent Terminal Evaluation of the Primary Education Development (PRIEDE) Project, 2019. This evaluation assessed the project’s impact on Kenya’s primary education system, offering recommendations to enhance educational policies and strategies moving forward.
External Comprehensive Assessment of Public and Private Universities, 2016. OWN & Associates led the evaluation of higher education institutions in Rwanda, focusing on the relevance and quality of their programs to meet the country’s developmental needs.
